Sir,
With reference to Mr. Lucas's letter to this Department No. 9527/1905, of 28th March 1905, and connected correspondence on the subject of the appointment of Mr. H. St. J. Sasse to be Clerk in the Local Audit Office at Hong Kong, I am directed by the Comptroller and Auditor General to acquaint you, for the information of the Earl of Elgin, that a telegram has recently been received from the Local Auditor to the effect that Mr. Sasse, who arrived in the Colony on the 21st June last, has been ordered home by the Doctor suffering from incipient phthisis and was to leave Hong Kong on the 10th instant, also that a successor was urgently required.
2. As the Secretary of State is aware, the Clerkship at Hong Kong has for some time past been filled by the appointment of Clerks from the Head Quarters Establishment of the Colonial Audit Branch, but, owing to the exceptional cost of living in that Colony and the small salary assigned to the post, it has only been possible to send out Clerks who had some private means.
The Comptroller and Auditor General has recently had the Hong Kong Audit Staff under consideration, in connection with a general scheme for the reorganization of the Colonial Audit Branch, and, in view of the importance of the work at Hong Kong and the fact that the Local Auditor is frequently...
